CGI extends contract for disaster recovery systems in New Jersey

CGI has secured a 10-year contract extension with the State of New Jersey to continue its work on the State Integrated Recovery Operations Management Systems (SIROMS). This system was initially developed to aid recovery efforts after Superstorm Sandy and has since become the state’s main platform for managing natural disaster recovery operations.

Since its inception, SIROMS has helped New Jersey distribute more than $7.2 billion in recovery funds. The platform supports efficient management of federal disaster recovery funds and aims to lower the costs associated with these efforts.

Parth Sampath, State Contract Manager at the New Jersey Department of Community Affairs, stated, “Our partnership with CGI has been instrumental in helping New Jersey respond effectively to major disasters and prepare for those yet to come. This agreement ensures we have both the technology and expertise in place to protect our residents and communities while reducing the cost and complexity associated with long-term disaster recovery.”

Through SIROMS, state officials report improved operational efficiency, better financial oversight, and stronger audit readiness during disaster response. As of May 2025, over $7 billion had been disbursed through SIROMS to support thousands of residents statewide. The system also tracks more than 10,000 individual reports used for quarterly updates submitted to HUD over 48 quarters.

The SIROMS platform incorporates features from other jurisdictions—such as Puerto Rico’s public-facing transparency portal—and shares innovations developed in New Jersey with other states. This approach is intended to help state and local governments collaborate on improving disaster response capabilities.
