Public Service Enterprise Group (PSEG) announced that the New York State comptroller has approved an extension of its operations services agreement with the Long Island Power Authority (LIPA). This extension allows PSEG Long Island to continue operating the electric grid on Long Island and in the Rockaways through December 31, 2030.

Scott Jennings has been appointed as president and chief operating officer of PSEG Long Island, effective January 5, 2026. He succeeds David Lyons, who served as interim president and COO since May 2022. John Latka will take on the role of senior vice president of electric operations at PSEG, supporting both PSE&G and PSEG Long Island.

The LIPA Board of Trustees awarded a five-year contract extension to PSEG Long Island on September 25. The agreement received approval from the New York State attorney general in October before final approval by the state comptroller this week.

Jennings brings over 27 years of experience at PSEG, most recently serving as senior vice president of Finance, Planning and Strategy. He was involved in establishing PSEG Long Island’s operational structure in 2014 and will oversee transmission and distribution system operations under the new contract.

Ralph LaRossa, chair, president and CEO of PSEG, said: “We conducted an extensive national search to find a leader who had the ideal skills and vision, while demonstrating a strong commitment to the role and the future success of PSEG Long Island. Scott has decades of experience and a strong strategic and financial background that will be instrumental to maintaining energy affordability for customers on Long Island and in the Rockaways. We are confident that Scott will seamlessly lead PSEG Long Island in this new chapter and work in partnership with LIPA to enhance our safe, affordable, reliable energy future.”

Carrie Meek Gallagher, chief executive officer of LIPA added: “Scott Jennings brings strong leadership, sound business judgment, and a clear understanding of the responsibility that comes with serving Long Island and the Rockaways. We look forward to working with him as president and chief operating officer of PSEG Long Island in support of safe, reliable, and affordable electric service for our customers.”

Jennings commented: “I am thrilled to be joining PSEG Long Island as it enters this new chapter. I will work diligently with our partners at LIPA and IBEW 1049 to continue the improvements we have made for customers over the past 12 years. I look forward to making strategic investments across the organization to deliver a reliable, resilient electric grid while enhancing the customer experience and maintaining affordability.”

Pat Guidice from International Brotherhood of Electrical Workers Local 1049 said: “We thank David Lyons for his leadership and service to PSEG Long Island and for his work with the workforce during his tenure. We appreciate the opportunity to have worked with him and wish him well in his next steps. We also congratulate Scott Jennings on his appointment as president and COO and look forward to working with him in his new role.”

Latka brings more than four decades of utility operations experience. Under his leadership at Public Service Electric & Gas Co., multiple National ReliabilityOne Awards were achieved for system resiliency.

Since taking over operation of LIPA’s grid in 2014, PSEG Long Island reports improvements including reduced outage frequency by 26%, reduced outage duration by 47%, improved workforce safety by over 75%, lowest complaint rates among New York utilities for nine out of eleven years, improved customer satisfaction scores according to J.D. Power studies—including being ranked No.1 among business customers in its segment—and lower rate increases compared to regional peers.

PSEG is a regulated infrastructure company focused on clean energy initiatives; it is listed on NYSE under PEG (https://corporate.pseg.com).
